Scott provides the backdrop of the current Russia-Ukraine crisis going back to WWII. He frames the Western-Russian relations in the context of the nuclear arms treaties and his personal involvement in those. Finally, he discusses how that breakdown in arms treaties has coincided with a breakdown in trust over the West's strategy to destabilize Russia, and in so doing, destroy Ukraine. His appeal is that the US not double-down on prolonging an unwinnable war and further destroy what remains of Ukraine, but to work with Russia and Europe for a stable and prosperous world.
